It's evident that Robin never truly loved Ted outside of the time they were in a relationship together. When they were both single, Ted asked her out on two occasions, but she turned him down both times. In fact, there’s an episode where Ted himself mentions that Robin rejected him because her feelings for Barney were stronger.
